Whether it is science, beauty, agriculture, art, relationships,... all you need to evolve to the next level is light from a higher civilization; the highest light is God, the Light of the World. When that Light takes action, darkness vanishes and salvation is naturally achieved. God does not have a limit, but mankind does. Their sin/limitation in light/clarity of high civilization prevents low civilization from experiencing the infinite glory of God. The only way to help them is by providing truth/knowledge/wisdom; the Bible calls that truth/justice, which brings redemption. Meaning, once you understand the higher Truth, your freedom deepens as your knowledge deepens. Once humans collaborate with Truth, they will see the beauty of higher civilizations unfold before their eyes, but they must gain wisdom/truth first. Otherwise, their existence itself causes low civilization/suffering for others. When they do that, whether intentionally or unintentionally, consequences (law of the universe) work based on God's law of creation. It is not a coincidence why people experience hardship, natural disasters, sickness... however, there is always  solutions for everything. Through God all things are possible, not through lacking knowledge of Truth. Love God and God's People.
